Retail Cannabis Request for Proposal (RFP) - Now Accepting Proposals (Deadline: February 26, 2018 @ 5PM)

CITY OF COALINGA RETAIL CANNABIS REQUEST FOR PROPOSAL

On November 7, 2016, the voters of the City of Coalinga passed Measure “G” authorizing the placement of a single cannabis retail facility within the City limits. On December 7, 2017, the Coalinga City Council approved a Retail Cannabis Ordinance to facilitate the permitting, regulating, and operations of a single commercial cannabis retail location in the City of Coalinga.  The City of Coalinga is now accepting proposals from parties who wish to develop and operate a single cannabis retail facility in the City of Coalinga. The City of Coalinga will be issuing one (1) permit to operate a retail cannabis facility in the City.

The application process is structured similar to the City of Coalinga’s existing Commercial Cannabis Licensing process which is fully detailed in the Request for Proposal (RFP). The RFP is located below which includes all asscoiated documents. Any questions related to the RFP are due via email no later than January 25, 2018.

FREQUENTLY ASKED QUESTIONS (Updated 2-13-2018)

 Q: What zoning designations are permitteed for retail Cannabis Operations. 
A: Commericla Service (CS), Commerical General (CG), and Manufacturing Business Light (MBL). 100 foot buffer from a residential Districts.(Review Retail Ordinance for additional zoning restrictions) 

Q: If I do not have a lease agreement or deed for the property I am looking at, will a notarized letter of authorization from the property owner suffice?
A: YES

Q: The property I am looking at is owned by the City of Coalinga, who do I contact.

Q: What counts towards the page limitation within each section of the RFP?
A: The (narrative) summary portion of each section is limited to page restrictions. However, Exhibits, Attachments, SOPS, Will Serve Letters, Letters of Credit, and other various attachments do not count towards the page requirements.  

Q: Do I need to have my background completed prior to submitting my proposal?
A: All prospective applicants shall submit to a background and submit all paperwork prior to or on the date proposals are due.   

Q: Do I need to submit to the background at City Hall?
A: YES, all backgrounds must be done in person at the Police Department. Please schedule an appointment prior to your arrival by calling the Police Department at the number in the RFP. 

Q: The instructions require a bound and organized package with a table of contents and tabs. Is a binder with a table of contents and tabs acceptable? 
A: Yes, the intent of the requirement is to ensure an organized proposal with a table of contents and tabs without loose items. A binder with a table and contents and tabs is acceptable. 

Q: Are original/wet signatures required for all applications?
A: No

Q: Can confidentiality be applied to the business and operations plan as it is for the security plans?
A: Yes, however, please review the application documents and ordinances as it relates to the confidentiality of documents as they apply and are handled to the public records act. 

Q: Is the applicant required to provide corporate documents?
A: The City requires applicable documents identifying the owners, by statute, of the operation. These documents may include, by-laws, articles of incorporation, ect. 

Q: Do I have to have control of the property I am looking at locating the dispensary at?
A: YES

For the purposes of the RFP can an applicant provide an LOI/Will Serve letter for insurance and Surety Bond? 

 

A: Yes, the offical Bond and Insurance Certificates will be required at the time the Facility opens.
