Personnel Rules
The City of Coalinga believes it is in the best interest of the City
and its employees to have written
Personnel Rules.
These rules include
the conditions under which employees are employed, benefits applicable
to City employees, and other matters regarding the terms and conditions
of employment. The fundamental objectives of the City’s Personnel Rules
are to:

Provide a uniform system of personnel administration throughout the City.

Help the City meet its mission statement.

Prevent misunderstandings and problems.

Ensure all employees know what is expected of them and what employees can expect from the City.

Promote communication among Department Heads, supervisory staff and employees.

Clarify and protect the rights and responsibilities of employees and applicants.
Many department/divisions have additional policies and procedures,
which are necessary for their internal operations. It is the employee’s
responsibility to also become familiar and comply with these
department/division policies and procedures.
If the
Personnel Rules
are in conflict with the provisions of a duly
executed Memorandum of Understanding or Employment Contract, the
Memorandum of Understanding or Employment Contract is controlling.
Memoranda of Understanding
The City of Coalinga maintains a positive relationship with
five (5) bargaining units through an employment agreement
called a Memorandum of Understanding (MOU). A MOU contains
information about wages, hours and working conditions as
well as the fringe benefits for positions within the
specific bargaining unit. Current MOU’s are:

Personal Information Changes
It is important that the City maintain an accurate
record of each employee's personal status. Therefore,
if your name, address, telephone number or emergency
contact person changed, please complete a
Personal Information Change form .
